 * RI1ANC is Antarctica, CE9 in CQ Zone 29, ITU Zone 70
 * GB0HEL is Wales, GW in CQ Zone 14, ITU Zone 27
cty_rus.dat
 * Added back in FJL, MVI, UA2 and Russian Antarctic bases
 * The reference prefix is the oblast abbreviation, i.e. SP for St.
 Petersburg, KA for Kaliningrad, etc. This is required for RDA contest.
