[WriteLog] leading "T" instead of zero in 10.61e?

Hello everyone,
Prepping for SS CW and testing out my memories. Writelog 10.61E is 
sending leading zero's instead of leading T's no matter how I set up the 
cw memories. The help files say that "%3" will send "TT1, T10" etc. 
However it sends leading zeros. I don't want cut numbers for 
everything, so I shouldn't need to edit my ini file according to 
everything I've read.
What am I missing?
