Thanks to Joe K0BX, Don AA5AU and Dean N6DE who responded to my problem. I 
got my DXP38 working with windows XP.
The solution is to add this under PORTS in INI file:
Since I am using port 2 on computer (a USB to serial) it looks like this 
under (PORTS) COM2:=9600,n,8,1
That solved the problem.
