[WriteLog] F keys not working - update

I just spent the last 2 hours rebuilding this computer again using 
Windows 98SE. I did recently install a new motherboard in this machine 
but I fail to see how that could have any effect on the problem I am seeing.
I still cannot get writelog to use the F keys.
Ed, K4SB wanted to know if I had
CtCompatibleAccel=YES in the writelog.ini file. I did not but added it to the Configuration, saved the file and re-started Writelog. The F keys do not work.
Bill KF8HR asked if I was clicking on the blue border. yes indeed I was and still nothing.
Using the F keys with MMTTY alone and with any other program works just 
fine.
My main operation is RTTY contesting and I have to get this working.
any other suggestions?
