I just successfully fixed this problem at PJ2T while there for WW-SSB.
The problem came from the computer sound board's MIDI input.
Try opining Windows volume control program, click on options,
properties, and start removing the various mixing pots - this is
different than just turning them down to zero. You may find one that is
creating the noise - hopefully its not the WAV input!
