[WriteLog] WL_CTY.dat file conversion

When I run READCTY.EXE using latest WL_CTY.DAT file I do get 
the same result as indicated by k6iii below. i.e. 9Q1AA is still listed 
as Zaire in writelog setup for JARTS. ( 3:30PM 17OCT03 Indiana 
time)
What other test can I try to verify I have the correct results?
