[WriteLog] LZ DX Contest

Does anyone know whether a non-LZ station is allowed
to contact another non-LZ station in the LZ DX 
contest? The rules website that i was looking at
was not very explicit about this.
I've emailed the sponsor but who knows if/when they
will reply. I figured some veteran contesters here
might know the answer from past experience with LZDX.
