Explanation:
- ANSI SS7 signaling points are specified by 24 bits signaling point codes (SPC) usually
written in 8-8-8 format. This converter converts the 8-8-8 format to pure
decimal (or hex). In ANSI the NI is not specified together with the SPC. NI is normally set to 2 (national).

ITU SS7 signaling points are specified in combination with a
network indicator (values 0-3) as NI-SPC. The SPC part is
14 bits wide and already written in decimal format.
