This is a tricky one. S/he is advertising for something that has a Drupal module in progress: http://drupal.org/sandbox/loginradius/1387552 . I don't think the link dropping is appropriate but perhaps a warning rather than the delete & block like we do for "people" hawking Viagra?

Although I think this does verge on spam, because of the module I'll give it the benefit of the doubt.

I did unpublish the comments made to the Project Application issue and deleted a duplicate comment on a book page.
